On April 26, the first High-Quality Development Forum of Public Welfare Film of the 13th BJIFF was successfully held at the Huairou Campus, Beijing Film Academy. Huo Zhijing, Deputy Director of the Publicity Department of Beijing Municipal Committee of the Communist Party of China, Director of Beijing Municipal Film Administration, took the lead to deliver a speech at the forum. As she said in her speech, the BJIFF has always regarded public welfare and benefits as one of the important goals. The High-Quality Development Forum of Public Welfare Film can greatly enrich and promote the BJIFF, further stimulate the vitality of screening public welfare film, enhance the people's sense of happiness and gain as well as open up ideas and plan a new chapter.

Zhang Pimin, Chairman of the China Film Foundation and former Vice Director of the State Administration of Press, Publication, Radio, Film and Television of the People's Republic of China, said in his speech that he was glad to see that the public welfare film were included in the forum section of the BJIFF. He hoped that we could make use of this platform to show the world how Chinese public welfare film cared about and served the people, so that it could reach wider group of masses and bring new vitality to the spread of film culture. Meanwhile, he expressed his hope for the High-Quality Development Forum of Public Welfare Film, and expected the forum to have better development in terms of science and technology, service quality and scale growth in the future.

Zhang Hong, Director of the Film Digital Program Management Center of the Publicity Department of the CPC Central Committee, delivered a keynote speech. She said that the film digital program management center, as the core operating unit of public welfare film screening, must insist on promoting the institutional innovation of public welfare film screening with technological innovation, establish the center with services, insist on continuous services, carry out innovative high-quality themed screenings, give full play to the leading role of services, comprehensively implement the work of benefiting the people's livelihood, warming the people’s hearts and following the people’s opinions, so that new achievements could be realized to promote the high-quality development of the public welfare film industry with new atmosphere and new actions.

At the forum, the Film Digital Program Management Center and the Publicity Departments of the CPC Committees in Zhejiang Province, Shandong Province, Qinghai Province, Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region signed the strategic cooperation agreement to promote the optimization and upgrading of film public services. 

　　National Public Welfare Film Screening Themed "Learn Thoughts and Build Achievements" Launched

As an important part of this forum, all leaders and guests came to the stage and pressed on the screen to officially launch the national public welfare film screening themed "Learn Thoughts and Build Achievements”. 

On the same day, the Publicity Department of the CPC Beijing Municipal Committee organized a national public welfare film screening themed "Learn Thoughts and Build Achievements” in Beijing. A total of 37,000 films are scheduled to be screened throughout the year, and more than 1,000 screenings have been screened in various districts that night.

All the participants said that it was the common responsibility of all public welfare filmmakers to promote the high-quality development of the public welfare film industry, which demanded active participation and action from all parties. 

As an important cultural project benefiting the people, the screening of public welfare film can protect the cultural rights and interests of the people and improve the quality of life. It has a long tradition and a red gene, so it plays an irreplaceable role in organizing the masses, publicizing the masses, uniting the masses and serving the masses. 2023 marks the first year to fully implement the spirit of the 20th National Congress of the Communist Party of China, and it is of great significance to implement the screening of public welfare film.
